I have been wrestling with just how I want to play Imperial Guard for the past few months. I just started a new army with a new (yellow!) paint scheme and after writing dozens of lists, I realized that I should just focus on what drew me to Imperial Guard in the first place - heavy armor! Still, I have my reservations about this list - any help would be much appreciated!
If you want armor, IG is a good place to look. A core of Chimeras backed up by Russes, Vendettas/Hellhound variants and potential artillery gives you a lot of chassis and some variation in armor value. The main issue with this type of list is protecting the side armor of your Chimeras if they push midfield.

I wouldn't call this a tank heavy list and I think you've got too many points sunk into the Russes. If you really want a tank heavy list you forego the bubble-wrap concept. Outside of this the main issue of the list is anti-tank. You've really only got one anti-tank squad in the Meltavets + Vendetta. Whilst the autocannons and Russes are okay anti-tank and certainly good suppression fire in terms of the autocannons, you'll have trouble of your own in dealing with opposing mechanised columns.
With this in mind and if you still want a full tank army I'd consider the following:
- no bubble-wrap
- only one LR squad (I'd go Executioner + Battle Tank)
- use the other heavy slots for either artillery (manticores) or Hydra squads
- get more Vendettas and potentially Devildogs
- run meltavets in Chimeras as your Troops
- consider PBS in Chimeras as well
